Get used to island hopping and using lots of whirlwinds. This level is spread out over several areas. Be careful of the flying fish. A good jump-flame will do the job. The guys hanging from the balloons are no problem, as long as you flame the balloon at the bottom of its hover, right at platform height.

Work your way across flying from island to island. BE CAREFUL OF THE HOVERING RED DEVILS WITH THE MAGIC ARROWS. They are guarding the fairies that are trapped in the wooden cages. Once you free all 3 of them by flaming the cages and taking out the baddies, they will assist you to get to the far castle (they will activate a whirlwind to get you there). Go to the castle and free the 1st dragon. SAVE GAME HERE. There are 10 hovering devils in this area, and they are now in pairs. It may be hard to avoid getting hit at least once or twice.

Free the 3 fairies from the cages in the lower area and activate the whirlwind nearby. Up top, cross the bridge through the space in the wall, past the flying fish to the circular castle. On the left, go inside. There are 3 more fairies to free and 2 free men. This will activate a whirlwind inside the circular castle giving you access to the 2nd dragon and a chest key way up top. Across from the 2nd dragon is an outdoor balcony leading to a supercharge ramp. SUPERCHARGE TO THE RIGHT RAMP OF THE NEXT CASTLE, not the lower left ramp. Circle around to the left.

Staying in supercharge, jump to the gap in the far wall on the castle straight ahead. You should have enough height and distance to glide there if you wish. Pick up all the new goodies from the roof of the castle. From here, glide to release the 3rd dragon. Release 3 more fairies using whirlwinds, and then use the new whirlwind to go the next castle. FROM THIS POINT ON, YOU CAN'T BACKTRACK so make sure you have all the gems before going to the last castle. Go up the walkway pegging the arrow devils along the way. Release the last 3 fairies, RETURN HOME.
