After getting a chunk of Raritanium from the mechanic on Planet Hoven, return to Planet Pokitaru, walk down to the end of the wharf and use the teleport elevator pad to go down to the water sewer area. When you materialize down in the sewer area, the inventor will be standing in the next room, off to the left.

Approach the inventor. Trade the Raritanium for the persuader [action seqeunce begins]. The inventor explains that the persuader is a black market tool that should be used by experienced professionals. It's purpose is to confuse enemies and by merely wearing the persuader, Rachet can buy valuable seconds to defeat difficult mutants. Once done, whack all the nearby crates, then take the teleport pad back to the surface near the shuttle pad. Mission complete.
