After defending Freedom HQ from attack by the KG, Jak returns to the Command Center. Ride the elevator back up and re-join the group.
Samos commends Jak & Daxter on their great moves. Count Veger walks in and disrupts the party. He thinks he's the only one who can exploit the Precursor technology and raise the Planetary Defense Grid from deep inside the Catacombs. Kiera and Samos think Jak is the right man for the job. Ashelin decides with the group and strips Veger of his job and title. He swears revenge and hopes the Precursors have mercy on them all.
Ashelin knows the city can't withstand many more large scale attacks and needs access to the KG War Factory up in the sky over Haven. They need to get the KG cypher keys to unlock the defense system. Onin relays a message to Pecker. Onin believes Jak can download the cypher keys by turning on and accessing the eco grid. To do that, he must first go down into the sewer network and find the power switch for the grid.

Back down in the Main City Square, grab any zoomer (there's one by the entrance). Fly through the city and navigate your way to the radar icon for the sewers. Jump off the zoomer, let the door mechanisms unlock and take the elevator down. Before the elevator stops, load the Beam Reflexor as the door mechanism starts to open. Peg the KG Death Bots down the tunnel. Walk out to the central tank chamber. Peg the KG Death Bots that fly up from below. Go to the left.
At the end of the metal grate catwalks on the left, there are 4 toxic gas pipe vents. Wait for the gas to stop in the 1st vent, then quickly hop across the 4 vents in sequence and to the next catwalk. Whack the ammo crates and wait for the access doors to open. Take down the KG Death Bots waiting inside the tunnel. I still like the Beam Reflexor the best because of the ricochet efficiency of the ammo especially in confined rooms. Walk down the tunnel to the right.
Up ahead, a new security defense trap. Moving swivel lasers. Hopefully you have Light Eco in reserve. Activate Jak's Light Eco Defense Shield [L2+circle]. Use the Eco Bubble [hold down circle] and walk through the lasers unharmed. On the other side, disarm your Eco Powers [tap L2] and load the Reflexor. Take down the KG Bots crowding the tunnel and stairs. Walk up into the large chamber with the fast-moving river. Load the Peace Maker. Peg the KG Bots up top.
The beauty of the Peace Maker is that when you fire a plasma grenade, it will home-in on any enemy and vaporize them. If there are any enemies standing closeby, they'll get vaporized as well. To the right, are more KG Death Bots. Fire another plasma grenade and clean-out the platform. Grab the nearby ammo and health crates, then use Jak's hoverboard to cross the fast-moving river. Walk up the metal grate steps and peg the KG Death Bots that fly up at the end of the catwalk.
There are 6-8 KG Death Bots in all, that come out to attack you on the catwalk. If the Peace Maker runs out of ammo, use the Reflexor or even the Needle Lazer (blue weapon 3rd notch). Both use ammo very efficiently. To the right more swivel lasers. Activate the Light Eco Defense Shield again [L2+circle] and walk around the corner through the lasers. Take care of KG business on the other side and clean-out the walkway. Jump across to the next room.
The room is partially filled with water. To the left, a security turret is sending out red motion detector waves. Touch the red wave and the turret activates a set of blue lasers (like the KG personnel carrier ships had). Definite major injury should you touch them. Jump back to the platform out of detection range. The lasers stop once no motion is detected. Jump across the red waves to the back wall. Whack the red button. This opens the far pipe grate. 3 KG Death Bots fly in.
LIGHT ECO ENERGY: In my situation, I was running low on Light Eco energy by the time I came to this room and couldn't power-up the Defense Shield. If you still have some Light Eco left, you can use the shield to get by the security turret, unharmed.
Load the Peace Maker and take care of business. Use Jak's Jetboard and hover across the water to the pipe. A cut-scene shows Jak & Daxter getting swept up in the water current and sliding down the pipe to another huge chamber. Daxter looks a little water-logged? Quickly use Jak's Jetboard and get out of the water to the platform. Load the Needle Lazer and take care of the mutant frogs swimming and hopping around. Before going to the right, a BONUS diversion...
Behind the wall in the water, there's a small passageway to the right. Use Jak's Jetboard and surf down the passageway. At the end, hop up to the platform, and power-bounce on the floor air vent to the upper ledge (this is a super power bounce using L1). Up top, MetalHead Skull Gems + 2 Precursor Orbs + ammo + health.
Leading out of this room is a water ramp. You can walk up the ramp tunnel using the moving metal grate platforms, or you can use Jak's Jetboard and zoom up the water current. Your choice! Up top, jump to the platform on the right and peg all the frogs. From here, Jak has to swim. Jump in the water, dive down and swim under the fence to the other side. You may want to submerge quite deep to swim against the current. On the other side, surface and tread water.
This is a huge open chamber with 2 sets of waterfalls. To the left, KG Death Bots are standing guard in the water. Swim to the right to shallow water. Once Jak can stand up in the water, load the Peace Maker. Peg the Death Bots. Use Jak's Jetboard and surf across to the far left. Watch the floating metal grate platforms in the waterfall. Jump up and climb the moving platforms to the ledge on the left. Look across to the right. Peg the KG Death Bots patrolling the island platform.
Jump across the floating grate platforms (or use the Jetboard) to the center island platform. Load the Peace Maker and fire at the KG Death Bots patrolling up top past the next waterfall. Jump across to the right and climb the moving platforms up the waterfall to the ledge. Up top look left. Peg the KG Death Bots on the far platform. Use Jak's Jetboard and surf across the water current to the far platform. Jump off the Jetboard and take care of any KG Bots roaming around in the tunnel.
Walk into the tunnel. Go to the switch lever in the far wall. A cut-away scene shows Jak pulling the switch. You can hear the power surge in the circuits. Another cut-away scene shows the Power Control Room back in the Industrial area of the city. We now have access inside.. Gameplay returns to Jak. Walk down the tunnel to the right. Samos breaks-in and says... Great job Jak... We now have access to the Eco Grid.
Let the door mechanism unlock and walk into the pipe junction tank room. Watch-out for more KG Death Bots hovering in. Peg them as they fly around. Walk across the metal grate catwalk to the island platform. Let the access door open and ride the elevator inside. Up top, Jak is back inside the Industrial area of Haven City. Be careful ! This area is still crawling with KG security.
