There is only 1 powercell to get, by freeing the Blue Sage from the energy cage.

Cross the 3-tile-wide temporary bridge by activating another white button. Jump sequence brown-center then 2nd white-center then green-center then yellow-right then red-left then clear to the portal balcony. You may want to sacrifice a few of Jak's lives to grab all the orbs disregarding any jump pattern. Go through the portal and enter another cavern silo area. Watch the circuit patterns of the 2 hover pads then jump to the hover pads to the rotating pedestal block.

The screen camera will go passive. Continue to jump to the left matching the rotation of the block. Watch for the next hover pad coming from the left of the screen. As it slows down, spin jump to that pad. If your timing is off, you may have to grab the edge of the pad and climb up. Take this hover pad to the next moving block. This one has a fire shower that ignites every 2-3 seconds. Jump to the block. Rather than climbing up hang on the ledge and rotate with the block.

Hang on to the ledge until the block rotates around to a small catwalk on the other side. Drop down to the platform. Ahead is a slow rotating turntable with a hole in the middle (like a donut). Jump to the turntable and watch for another hover pad moving on the right. Follow the path of the hover pad and right before it stops beside the turntable, jump to that hover pad. It's far enough away, that Jak will probably have to grab the edge and pull up. Take the hover pad to the catwalk and jump over to the blue eco energy vent.

Power up with blue eco energy. The square hover pads will activate and rise up from the floor like a staircase. The square hover pads are wobbly under weight and teeter from side to side. Jump and grab the edge of the 1st square hover pad and pull up. The pad will teeter in Jak's direction. Jump to the next 5 pads in sequence while staying in energy mode and jump to the catwalk on the far side. Boost your energy with the blue eco energy lightning ball before tackling the next set of moving platforms.

Jump to the first moving platform as it comes out from the wall. Jump to the second platform. As the platform stops, immediately jump to the next platform in the corner before the blow torch ignites. After you turn the corner, jump to the next platform then quickly to the citadel portal balcony before the next blow torch starts. At the balcony, is another lightning vent cover with orbs. Go thru the portal, whack the power generator, free the Blue Sage and grab the powercell.

NOTE: To get the orbs inside the lightning vent cover at the citadel portal Jak has to power up from the blue energy vent, climb and jump across the wobbly pads, boost his eco energy with the blue lightning ball and then dash across the moving conveyer platforms all in one sequence before the blue eco energy runs out.
